Mr. Rossignol worked for the U.S. Fish and Wildlife Service from 1985 through 2018, serving as the refuge manager at the Attwater’s Prairie Chicken National Wildlife Refuge, and also working as the prairie chicken recovery team’s leader, for over two decades.
